1. Open the Sync Admin Portal
2. Click "Business Rules"
3. Search for "cmt_operations_default_rate" under "Costings"

How the 'Default Minute Rate' Business Rule Works:
When a new CMT Operation is created, and a new "Row" for that CMT Operation is created, the row will be populated with the default minute rate seen in the Business Rules. Please note this can be changed for the CMT Operation, but it will not change the default value set in the Business Rule.
